Effective 7/1/2006, Circuit Clerks should no longer accept for approval any Reports of Sale for Abandoned Motor Vehicles (Form C-39), where the date of the sale of the abandoned vehicle is after 6/30/2006 (See section IV on C-39). Please note, however, that your office should continue to process the C-39 Reports of Sale for all sales that take place until 6/30/2006, but which may not be brought into your office to be approved until after 7/1/2006, the effective date of the amended law.
For all sales tht occur after 7/1/2006, the parties should be referred to the license plate issuing official of the county where the sale occurred. During this transition period, please insure that your employees advise all interested parties that the C-39 form and related documents will be void for any sales occurring after 6/30/2006. All C-39 forms and the AOC memorandum entitled "Revised Abandoned Motor Vehicle Information Sheet" dated January 29, 2004 (2004-10/LEG) should be destroyed after 6/30/2006.
